In February 2025 the DfE has announced major changes to the Functional Skills rules.

What Has Changed?

The government has removed the requirement for apprentices aged 19+ to pass Functional Skills in English and maths to complete their apprenticeship. However, Functional Skills remain critical for career progression, and many industries—including Early Years and Education—continue to require these qualifications for certain roles.

LMP’s Position on Functional Skills

LMP firmly believes that Functional Skills are fundamental workplace competencies that enhance communication, problem-solving, numeracy, and overall professional confidence. While the removal of mandatory achievement may make it easier for some learners to complete their apprenticeship, we continue to encourage apprentices to complete their Functional Skills qualifications wherever possible.

Employers, particularly in the Early Years and Education sectors, still prioritise English and maths qualifications when hiring or promoting staff. For example:

  • Early Years Educators must hold a Level 2 English qualification to be counted in staff-to-child ratios.
  • Early Years Managers appointed after 4 January 2024 must obtain a Level 2 maths qualification within two years.
  • Schools and Multi-Academy Trusts (MATs) highly value staff with Functional Skills, as these qualifications directly impact teaching quality and administration.

While this policy change offers flexibility, our focus remains on maintaining high educational standards and ensuring our learners develop the essential skills needed for long-term career success.
